Rishad Mahmood, Sports Editor, The Dawn, Pakistan's leading English newspaper told TSI that an Indian under-21 hockey team was expected to come to Pakistan in December in 2008, but the visit was cancelled at the last moment at Amritsar because the Indian government said it had information about security threat to its players. After that, secretary, Pakistan's ministry of sports issued a statement that Pakistani hockey and squash teams were to play matches in India but now they are not sure the teams would visit India. "After the attack on Sri Lanka team in Lahore I don't think that there will be any matches between Pakistan and India," he said.

Political analysts take a broader view. “The biggest domestic implication is the further evidence of statelessness of Pakistan,” Dr Syed Jaffar Ahmed, leading social scientist and Director, Pakistan Study Centre, University of Karachi, told TSI. “Suicide attacks are quite common in Pakistan and law enforcement agencies are totally helpless and terrorists have taken the entire country hostage,” is his grim conjecture.

Political parties have reacted differently. Right wing Jamaat-e-Islami chief, Qazi Hussain Ahmed, sees a 'foreign hand’ in the terrorist attack while former ISI chief, Gen. (retd.) Hameed Gul sees India as directly behind the attack as a tit-for-tat for the Mumbai carnage and as a ploy to isolate Pakistan.

But eminent scholar and defence analyst, Dr. Ayesha Siddiqa Aga, sees serious implications in making speculative statements. “We are pointing a finger at India and if there is any evidence, it will make peace between the two countries extremely complex, but relations with other countries will not be affected,” she told TSI.

The opening of Stillwell Road isn’t possible any longer

The project to revive Stillwell Road, which leads from Ledo in upper Assam to Kunming in China via Myanmar, once again seems to be heading nowhere, just like the heaven-headed rope in the famed Indian rope trick. Stillwell was crucial to scripting history – and victory – in the South-east Asian theatre during World War II.

Tempers flared in Assam recently as new minister BK Handique, on his visit to Guwahati, said it was no longer possible to open Stillwell Road as the government of Myanmar was in no position to repair the 45-km stretch that ran through the Kachin area, an insurgent stronghold. “It is not the writ of the Myanmarese government but that of insurgents that runs in the area,” he said. The government was, under the circumstances, considering an alternative route from Mizoram to Myanmar through the Kalda river, he said, adding that the road would also give India access to a new port.

Quick to take up the issue, the All Assam Students’ Union (AASU) immediately protested against the move saying this just showed how important Assam was to the Centre. “About two years ago, more than 10,000 people walked down the Stillwell Road on the Assam side, demanding that it be reopened,” Samujjal Bhattacharya, AASU adviser, told TSI. “While we welcome the idea that the Mizoram road should be opened, Stillwell too must be opened."

Need for a right step

Arindam Chaudhuri's editorial (TSI, May 18-24) on first the politicians and now the Naxals is perfect. First it were zamindars and dacoits who used to take away every penny of the poor. Today, the hats are worn by politicians and Naxals. India’s security apparatus has failed to contain the Naxalite movement. We lack a proper strategy to tackle the issue. Not only this, Naxal movement is very much benefiting from a widespread rise in social agitation across rural India. Still, the Naxalite's challenge is not taken seriously either by the Centre or the state government. They don’t even give a serious thought on what should be the parameters of comprehensive and viable strategy to deal with the persisting and geographically spreading Naxalite violence.Till the time our pillars of democracy don’t take relevant and effective measures for their upliftment and provide sound administrative and political institution, the problem will only mount.

The need just now is for a consensual pact – such as the one that had sought – and what’s more succeeded – in reconciling the federal and provincial layers of the Sinn Féin. The Ulster Unionist Good Friday deal in Northern Ireland ended decades of Irish Republican Army (IRA)-generated violence. And what alone is required is greater social and economic equality.

“Rajapaksa could be well intentioned. But will he be able to overcome the radical Sinhala bigots?” This is what Wilson wants urgently answered. Yes, for who does not know that the bigots are in his party too? Would they let at pro-Tamil legislation through?

This is why the Chechen model won’t work. If Rajapaksa is able to get most of his supporters elected, he can apply its model of limited autonomy under a federal Sri Lankan set-up. This will please most Indian Tamils – all those who say they weep for their Sri Lankan brethren.

Self-rule will help bridge the Sinhala-Tamil divide better than the brute engagement that was lately witnessed.

Robert Rotberg of Harvard's Program on Intrastate Conflict and Conflict Resolution told TSI, “It is vital that the administration moves to give a just deal to the Tamils and amalgamate them more efficiently in the framework of the nation. Limited autonomy can lead to magic, but I am not an enthusiast like you!”

Balwant Singh, a friend of Harpinder, took charge of the family after his death. Kamaldeep showed me the letters Balwant wrote from jail – including a verse in Punjabi by Surjeet Pattar that police found in Beant Singh’s car after his assassination: Yaar mar gaye je mere is aas te, ke main unna de dukhde da banawanga geet, je main chhup hi reha, je main kuch na keha, ban ke roohan, sadaa raunde rahenge vo (friends died hoping I would make songs of their grieving/ If I too fail to speak up, their spirits will forever wander restlessly mourning their loss.) Kamaldeep’s own sense of loss comes from just one thing: the leaders of the community for whom her brothers sacrificed their lives thought nothing of ditching her.

Pyari Kaur, the 80-year-old mother of Satwant Singh – the assassin of Indira Gandhi – showed me his photos and kirpaan (dagger that the Sikh faithful are instructed to carry.) After Satwant’s execution the family holds the room in which these are kept to be sacred. The mother, brother, sister-in-law and nephews of Satwant Singh proudly narrated stories in which he was portrayed as courageous and kindhearted. His was an epic sacrifice for the community, they repeated, and spoke of how, after the incarcerated Satwant declined to marry his fiancée Bibi Surinder Kaur, she “married” his photo and kirpaan and remained in the house till she died of cancer.

Satwant’s nephew, 16-year-old Vikram, proudly showed us the bullets that were taken out of his body after surgery. I asked this 11th standard student whether he had ever faced humiliation in school on account of his uncle’s deeds. His answer was startling: “When my school mates learnt that Satwant Singh was my uncle they became even keener to befriend me and visit my house. They would tell me that my uncle did something truly great.”

During the five days that we toured Punjab, logging over 1,500 km, we found telltale signs of police barbarism on scores of survivors. And it is significant that the old resentment against the police and the administration has not died. For instance my escort Narayan Singh, an accused in the Budail jailbreak and now on parole, was at pains to explain to me that people took up arms only when they were denied social justice.

This was also the only time that the normally composed Narayan Singh lost his cool; on which note, incidentally, we parted. He also made it clear that he had scant faith in journalists. “We have faced so much injustice. There is so much pain in our lives. But I know you will only write that we are dangerous for the country,” this most helpful of escorts shouted, banging the car door.
