Development could change agenda in virgin Tharpakar

Islamkot is a town in Pakistan’s impoverished Tharparkar district. Its name has changed several times. There was a time when it was called Shyamkot. Then it was rechristened Salamkot. Today it’s called Islamkot.

Even if some sections of the Pakistani establishment today disown their past, the Sant Shree Nenuram ashram here is a living embodiment of what Sind would have been before 1947. Everyday, hundreds of cows and buffaloes line up in a single file to quench their thirst and chomp fodder.

“At 6.30 am the ashram provides millet to birds. Thousands of birds flock here. They know they will get food,” Kala Khushal, 71, the sevadari or volunteer of the temple told TSI. Sant Shree Nenuram Ashram also serves free food to the neediest sections of the population, mainly working children from Bheel and Kohili communities and jobless adults. The food is modest, ‘dal chawal’ on a piece of paper, but it provides solace to people who can not afford to buy food. “Three hundred to five hundred people are served lunch and dinner every day,” Khushal informs TSI.

The 100-year-old Ashram has symbolic value. Situated in the great Tharparkar desert bordering Rajasthan, the 22,000 square kilometer of remote area hosts a human habitation of about 1.2 million and an animal population of 4.5 million - tilting the ratio 4:1 decisively in the latter's favour.

With recent discovery of coal deposits. things could be changing. The total deposits of four coal blocks have been estimated to the tune of 1 billion metric tones. Similarly there are rich deposits of fine quality granite and china clay. Although 40 per cent of Tharparkar’s population comprises Hindus and Dalits, people live in harmony and participate in each others’ festivals like Eid and Diwali. It is not uncommon to find Hindus amongst mourners in the Moharram procession.

With the advent of hectic development work, the desert is witnessing changes and it is feared that the demography of Tharparkar will change drastically once exploitation of coal and granite begins.

“The people of Tharparkar are herdsmen. Labour force will come from outside once mass scale exploitation of coal begins,” predicts Arif Hasan, noted architect and town planner who has written extensively on Tharparkar.

Osama bin Laden’s lookalike, Meraj Khalid Noor of Bihar, was "discovered" by Ram Vilas Paswan during the 2004 elections. Back then, he had hit the headlines with his fancy headgear and resemblance to the world’s top terrorist. Laloo, realising its minority potential, offered Meraj a position in the RJD. But it didn't work – neither for Laloo nor for Meraj. So now he's in the dumps.

While girls in India couldn’t stop drooling at Farhan Akhtar after seeing him in “Rock On!”, the film’s ‘Killer Drummer’, Purab Kohli, has won fans in Dubai. The VJ-turned-actor was mobbed by girls in Dubai, who attempted to pull him down from the stage during a “Rock On!” concert. Purab managed to pull himself away, though not before he was manhandled and his waist coat was ripped! But then, which guy wouldn’t like girls throwing themselves on him?

Some senior journalists at The Sunday Indian have enjoyed the privilege of getting a ringside view of history unfolding. Our Executive Editor Ranjit Bhushan still has vivid memories of a chilly day after the 1984 Lok Sabha elections in Allahabad, where a crestfallen H.N. Bahuguna looked as if he had actually been ‘poll’ axed! Even seasoned pundits and journalists had not expected the outcome. The reigning superstar of Bollywood, Amitabh Bachchan, had humbled the diminutive ‘giant’ of Uttar Pradesh and Indian politics, Bahuguna, by a mind- numbing margin. Bahuguna – who had quit the Congress party – never recovered. Ironically, his daughter Rita Bahuguna now heads the decrepit, ramshackle and forlorn Congress in Uttar Pradesh. And the then ‘poster boy’ of the Congress, Amitabh, now has extremely strained relations with the party.

Even the current prime ministerial candidate of the BJP, L.K. Advani, had once narrowly escaped being engulfed by the tidal wave of Bollywood. His opponent was yet another former superstar, Rajesh Khanna, who became his rival for the New Delhi constituency in 1991. By then, Advani was already a towering giant of the rapidly growing Hindutva movement and Rajesh Khanna was someone whose glory days had long faded away. Yet, it was only by a whisker that Advani escaped a humiliating loss.

Our other Executive Editor, Sharad Gupta, has witnessed even more bizarre events in recent times. In the 2004 Lok Sabha elections, the Samajwadi Party sprang a surprise by nominating actress Jaya Prada for the prestigious Rampur seat. Her rival was the revered Begum of Rampur, Noor Bano. In a Muslim dominated locality in Rampur, Gupta waited with tens of thousands of people for hours, awaiting a glimpse of Jaya Prada. Her rally continued almost till midnight, with local cops telling Gupta that they dare not enforce the 10 PM ban on loudspeakers because it would lead to stone pelting! Of course, Jaya Prada humbled and humiliated the aristocratic Bano.

Perspective on violence


First of all, you’re more aware of how easy it is to get killed; it doesn’t necessarily require going all the way to a site of major war. And secondly, most people would die of a disease that is preventable. So I should focus my activities more on keeping people smarter and safe before they get into trouble.

A friend of mine was initially a “danger tourist” and she became intrigued with Afghanistan, and started a school. She found an entirely new purpose in life. When she was there, she realised how easy it is to become involved, whether it is to take a little money and actually do something. So she set up a school which now educates a couple of hundred Afghan children. I don’t encourage war tourism per se, but I’ve two points to make: 1) Danger is not exclusive to war zones, and 2) Going to a place because you want to find out more is not something you should be criticised for, but encouraged. A lot of people get very upset when they see the images on television; they don’t know how to deal with it. And I always encourage them to go there, talk to the people, and come back much smarter and more concerned.

Dare these places…

I recommend Georgia, Pakistan, North Somalia, Iraq, Afghanistan.

These are places in flux; when we see them now, they won’t be like that 10 years from now. They are places that will change your life because you’ll meet people and see and do things that you just couldn’t do in other regions. With some precautions and some understanding of limitations, you can enjoy yourself and make fast friends there. I’ve been going to Afghanistan since 1995 and the friends I met on my first trip there are still my friends. If you go to Disney World, you probably wouldn’t meet a single person who would change your life one iota. And it would cost you the same.

I’m a student of life…

I appreciate both things, and I’m more than happy to go to a country and stay in a very expensive hotel and eat at a nice restaurant – these are nice things to do – but the substance of my trip is not to go from American chain hotel to American chain hotel and say that I’ve seen a country.

More importantly, it will also free Satyam’s assets from being proceeded against via foreign litigation which has been filed against it. But if Satyam is merely revived and then given over to another private investor, it will be under the obligation to take over all the liabilities that may be ordered against it by Indian or foreign courts. Thus the whole object of revival will be frustrated.

It is obviously not in the common people’s interest that the state should invest large sums of public money in Satyam with a view to bring it back to health and then return it to a private management. It makes no difference that there will be a new private investor.

If in spite of this fraud another private investor is to be trusted, it may only justify Marx’s taunt that “the state is the Executive Committee of the bourgeois class”.

The smaller shareholders may be compensated later on, when the company revives. After all, they took chances and also enjoyed the profits of the company, which were there in the past. So surely, equity is not hurt if now they suffer the consequences of having ignored the fraudulent activities of the old management of the Rajus.

The most surprising aspect is that with all this fraud and economic meltdown, the government is still running away from nationalising Satyam.

It is paradoxical that in this country, where nationalisation of oil, coal and banks have shown far better results than private management in vital sectors, the government should resist privatisation. Today America, with its undiluted privatisation, is suggesting nationalisation of some of its largest banks (even if it be for a short time) as the only method of recovery of banking institutions.

Paul Krugman, the Nobel laureate in economics in his latest column has accepted the bitter truth: “And if the government is basically putting up all the money, it should get the ownership in return – and the road to that system runs though nationalisation.” Even the former Federal Reserve chairman Allan Greenspan, a staunch defender of free market, has had to concede ungrudgingly: “It may be necessary to temporarily nationalise some banks in order to facilitate a swift and orderly restructuring.”

An average person may justifiably ask that if die-hard capitalist USA is advocating nationalisation of banks, why is our Central government reluctant regarding Satyam? This query needs an answer indeed.

Man-animal conflict, and rehabilitation of forest communities are in fact the major points of contention in conservation efforts, dividing conservationists into two lobbies. In the first are scientists like Valmik Thapar who believe that tiger-tribal co-existence is a farce and scientifically impossible. The second group consists of the likes of Sunita Narain and Madhu Sarin who firmly advocate tribal rights on forests. “It is not the tribes who are killing elephants or tigers”, says Madhu Sarin. “The reason for their dwindling number is poaching and deforestation. Tigers and the tribal population have lived together for centuries without a problem.” The Forest Rights Act implemented with effect from January 1, 2008 notified Critical Wildlife Habitats in forest areas without thinking it necessary to involve the forest communities, and even included some absurd clauses as having to produce paperwork towards residential proof.

Ritwik Datta, renowned environmental lawyer hits out at government policies, “In the quest for rapid industrial growth, government compromises on the health of environment… The government has constituted EAC (Environmental Assessment Committee) under Ministry of Environment and Forests whose job is to conduct industrial project appraisal. But it hardly rejected 0.5 per cent of total projects.” Vehemently criticising the modus operandi of EAC he further adds, “How can it be possible to approve 22 projects in a day?” Recently, EAC had gone to Arunachal Pradesh for a hearing pertaining to the much criticised Dibang Dam project. Much to the chagrin of the locals, the hearing venue was decided at a place which was 100 kilometers away from the place in question. Little wonder hardly anybody turned up before the Committee.

To oversee the conservation projects, SC has constituted the Central Empowered Committee. One of the members of the Committee, preferring anonymity, told TSI, “Be it WII or CMPDI (Central Mine Planning & Design Institute), most of their reports are nothing but a bundle of lies. Many a time, we object to a particular project, only to know it was approved later.” Dismissing the Tiger Task Force he says, “They are all nothing but drawing-room conservationists.”

For yet another example of acute condescension for wildlife by the state, one needn’t look further than Etawah in Uttar Pradesh, home-district of former CM Mulayam Singh Yadav, and also home to the largest population of Saras Cranes. That is, until the CM’s helipad project in Safai, Etawah, destroyed the natural habitat of the bird. As long as the powers that be are only interested in vote bank politics, there is little hope for our disenfranchised species…
